It took a long time for the UN to actually step in, this is inferred through the movie and the 100 days that the genocide lasted, just think if the UN would of stepped in earlier, maybe it would of only lasted 25 days. The UN also had a short response to all callers and did not get back to them in an effective timely manner. Also in reality the UN should have been ready for the genocide to occur even if they did not know that one would occur. If they had been ready to stop the genocide they would have been involved with the genocide and helping to prevent it since the very beginning.
